Looking to hire someone to implement ARB on a site

We have a membership site. We have Authorize.net for people to make contributions.

But what we need is someone to add something to the site so they can select re-occuring billing when they join to become a 'Premium' member or at a subsequent time, or they can turn it off.

PS: we use php and MySQL.
